Paf and Meta pilot a crackdown on unlicensed casino ads

Åland-based operator Paf is starting a pilot with Meta to tackle adverts for unlicensed online casinos on Facebook and Instagram. The project was presented at SBC Summit.

How the pilot works

Paf will give Meta licensing documents and website addresses so the platform can more easily separate licensed brands from unlicensed operators and the affiliates promoting them. The first phase builds a model for Switzerland, which could later be rolled out to other markets. Paf's head of business development Jesper Eliasson said Meta does not want illegal operators on its platforms, but warned that success is not guaranteed.

Key points
  • Paf shares licence data and URLs with Meta.
  • The pilot starts in Switzerland.
  • Dutch body VNLOK counted more than 70,000 gambling ads on Meta platforms in Q4 2025.

Pressure is building on Meta

Dutch lottery and gaming association VNLOK is suing Meta over illegal gambling advertising. It says 95% of the 70,000-plus ads it found in Q4 2025 came from unlicensed operators and that fewer than 5% were taken down. VNLOK chair Björn Fuchs has called on Meta to take responsibility.

What this means on Telegram

Social media ads, channels and bot invites are not proof that a casino is licensed. Before joining, run through our checks for Telegram casino groups and compare licensed casinos.
